Cash on delivery is already a payment method on Shopify, one of the manual ones sitting alongside bank transfer and money orders. Manual means exactly what it sounds like: the order arrives marked unpaid and stays that way until somebody marks it paid, because there is no gateway involved to confirm anything on its own.

Nearly every app here is selling the one thing the platform has nowhere: a fee.
