The product export is a spreadsheet and the images are not in it, only their addresses, and re-importing that file rebuilds them only while those addresses remain publicly viewable, which is to say only while your store is still serving them. So the export is a list of pointers to your own shop rather than a copy of anything. The files area offers no bulk download either; the only bulk action it has is delete.
There is a subtler point underneath, and it is the one worth carrying into any purchase. An address on the content network hands back a processed copy: the imagery service chooses a format, and the transformations available on those addresses cover size, cropping and format and nothing else. Your original, unoptimised file is downloadable one at a time, from the edit window in the admin, and nowhere else. Anything doing this in bulk is therefore fetching derivatives unless it has gone out of its way not to, which is a question worth asking before you rely on the result as an archive.
