The tooling Shopify built to go with it is a build-time check that measures a theme against a benchmark, not something that runs while a shopper is on the page.
These apps come at it from the other end. They load a toolbar on the storefront that lets a visitor raise contrast, resize text, enlarge the cursor, turn on a reading line or have the page read aloud, and they usually bundle an accessibility statement and generated alt text. That is a real service to some visitors, and it is a different thing from the markup underneath being correct. It is also worth knowing where the overlay stops: it loads through your theme, and checkout no longer runs on theme code, so the one page where somebody has to type an address and a card number is outside its reach.
