What it will not do is combine them freely. Discounts belong to classes, and which classes may stack is decided by the platform rather than by you: by default only one product discount applies to a given line, and two shipping discounts never combine at all.
There are also two separate ceilings worth holding in mind, because they are easy to confuse. A store may run only so many active automatic discounts in total, app-created ones included, and separately only so many discount functions. Hitting either produces the same symptom, which is a promotion that quietly does not apply, and neither is discoverable from the cart. One more thing the platform decides for you: the shopper sees the discount's title and nothing about why it applied, so that title is the entire explanation your customer gets.
