Shopify's own forms app is free and does more of this than its reputation suggests. It has a popup placement distinct from an inline one, it can trigger after a chosen number of page views with a delay, it can fire when somebody moves to leave the page on desktop, and it can be limited by device and by page type. Exit intent, the feature most associated with paid popup apps, is already there and costs nothing.
