A referral programme is affiliate marketing with a different social contract. The person recommending you already buys from you, and what they usually want is credit with you rather than a payout. That changes one thing mechanically for the better: Shopify's store credit ledger can be topped up programmatically, so a reward can land as a real balance on the customer's account instead of a coupon code they have to keep somewhere.

Whether the reward is real store credit: Credit issued into Shopify's own ledger sits on the customer record with its own history and outlives the app that put it there. A discount code is a string in somebody's inbox that stops existing when you switch. For a programme you intend to run for years, that is the difference worth paying for.
How it decides somebody is new: Order count and account age are the honest signals available, and neither stops a determined person referring themselves from a second address.
