There is no combine-two-orders operation in Shopify. The order editing API adds a variant or a custom item to one order and cannot move a line from another one, and the mutation that is actually named merge works on fulfillment orders, the objects that split a single order across locations, not on two separate purchases. So everything in this category is a routine built out of ordinary parts: add the second order's items to the first, cancel or refund what is left, and reconcile the shipping.

That construction sets the boundaries. What counts as the same customer: Matching on email is easy and wrong often enough to matter: two orders to two different addresses should not be combined. Look for matching on the shipping address as well, and for a rule about how far apart in time two orders can be.
Suggest, or merge on its own: Automatic merging saves the most and is the one that will eventually combine something it should not. A queue of suggestions that somebody approves costs a minute a day and is much easier to defend to a customer.
What the customer is told and refunded: They paid shipping twice and should hear about it from you rather than notice it. Ask what notification goes out, whether the shipping refund is automatic, and what the customer sees in their account for the order that disappeared.
What your reports show afterward: Every listing here claims analytics and tax stay intact. Verify it on a test pair: sales totals, tax collected, discount allocation and the fulfillment record should all still make sense, since this is an edit and a cancellation rather than a native operation.
How wide the window really is: Because only unfulfilled items can be edited, a merge tool is only useful if it acts before your warehouse does. If you fulfill within the hour, the honest answer may be that this category cannot help you.
