Registration stays yours: Registering in the register is personal and cannot be delegated. An app that implies it will register for you is misdescribing the law. What it can do is produce the volumes you then report, so judge it on the report rather than on the onboarding.
Which countries, and what the EU regulation changes: Germany is one scheme among many, and the EU packaging regulation replaces the national picture with a mandated producer register per country, annual reporting, and an authorised representative required for sellers with no local branch, from the date given in the sources below. If you ship across the EU, ask which schemes are covered today and what the vendor plans for that transition.
A report someone else will accept: The deliverable is a file a register or a dual system takes without argument. Ask to see a real export in the format they want, split by material and by market, not a dashboard screenshot.
