Shopify has no age gate setting, and the popup most of these sell is only half a gate. It installs as a theme app embed, which means two things: a merchant has to switch it on in the theme editor because the app cannot do that itself, and it runs only where the theme runs. Somebody arriving on a cart permalink, which Shopify documents as taking customers directly to a cart or checkout, never sees a storefront page and never sees the popup.

The half that does hold is a validation function. Those run server side, are documented as able to block checkout progress when business rules are not met, and explicitly cover express checkouts including the major wallets. Shopify's own documentation lists verifying the age of a customer at checkout as one use for them. That is the reach a popup cannot claim, and only some of the listings here have it: the rest declare compatibility with the admin alone.

Popup, or actual enforcement: Decide which you need. A popup is a doorway sign and is fine if your aim is to tell people what they are about to see. If the point is that an order must not complete without an age being stated, ask specifically whether checkout is validated, and test it by going straight to checkout with an express button.
Whole store, or the products that need it: Gating everything costs you every visitor a step. Restricting by product, collection or page is standard across this category, so use it, and check how the rule behaves for a mixed cart.
